JOB DESCRIPTION

Purpose of the position:
To ensure effective and efficient implementation of all network/ system applications and hardware maintenance for smooth running of ICT operations.

Major Responsibilities
Maintain ICT infrastructure in line with partnership guidelines

To ensure that all data base (operations, sponsorship and finance) are functioning well and that the users have right access within the zone.
Facilitate the disposal of ICT materials in collaboration with cluster procurement team.
Ensure Implementation of IT policies, procedures, standards and guidelines and advise on any changes of the same.
Ensure office telecommunication, electrical and electronic systems are functioning and well maintained.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

The weak can never forgive. Forgiveness is the attribute of the strong.

An eye for eye only ends up making the whole world blind.

Fighting evil with evil won’t help anyone. And as said in the previous tip, you always choose how to react to something. When you can incorporate such a thought habit more and more into your life then you can react in a way that is more useful to you and others.



You realize that forgiving and letting go of the past will do you and the people in your world a great service. And spending your time in some negative memory won’t help you after you have learned the lessons you can learn from that experience. You’ll probably just cause yourself more suffering and paralyze yourself from taking action in this present moment.

If you don’t forgive then you let the past and another person to control how you feel. By forgiving you release yourself from those bonds. And then you can focus totally on, for instance, the next point.

Organizational Context
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Regional Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Region is organized through cluster representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Sudan, Republic of South Sudan, Chad, Central Africa Republic, Niger, Nigeria, Somalia and Zimbabwe. In Burundi, a nation of estimated 10.4 million people, deadly violence erupted in April 2015, after President Pierre Nkurunziza announced to run for a third presidential term. He subsequently won in contested elections same year in July. According to UN data and official statements, over 400 deaths and estimated 3,500 arrests were recorded as of mid-December 2015. Unconfirmed sources place the number of deaths much higher. This development left the situation in Burundi tense, volatile and violent. Overall, the situation in Burundi has led to the movement of 399,687 Burundi refugees into neighbouring countries. A total of 243,469 people (UNCHR) have settled in the Northwest of Tanzania. To support TRCS to respond to the influx of Burundi refugees in April 2015, IFRC launched an emergency appeal (MDRTZ017) in May 2015, to support the Tanzania Red Cross Society in responding to the crisis. After a revision of the appeal in May 2016, the overall objective was to meet the immediate survival and basic health care needs of Burundian refugee population through the provision of essential emergency health, relief, water and sanitation services targeting a total of up 250,000 people (50,000 households) at entry points, and the Nyarugusu and Mtendeli camps. The IFRC and TRCS Emergency appeal (MDRTZ017) continue to provide technical, financial and HR support to the Tanzania Red Cross Society to reach out to the Burundi refugees.

Job Purpose

To support the Tanzania Red Cross Society in their response to the Burundi Refugees Population Movement Operation through the assessment of the radio communication network equipment and setup and the development of a procurement plan and procurement tracker to enable the management of the General logistics in the Population Movement Emergency Appeal.
Job Duties and Responsibilities

Purchasing and supplies
Develop a procurement plan and set-up the procurement tracker with the TRCS staff of Mtendeli (Kibondo branch), Nyaragusu (Makere branch), Kigoma regional office, Dar es Salaam head office.
Ensure that procurement plans are aligned to action plans and that IFRC procurement processes are followed
Train and develop the procurement staff on the implemented procurement tracker, and ensure that the procurement tracker is sent to key stakeholders on a weekly basis
Ensure that all requisitions are detailed with specific requirements and that requisitions are submitted. In addition, to oversee that all requisitions follow the IFRC or TRCS procurement guidelines.
Support the process of prequalification of suppliers at TRCS HQ

Fleet Management
Support the development of a centralized fleet management/mileage system at TRCS HQ

IT and Telecommunication
Support the implementation of an assessment of the radio communication network equipment and setup in Mtendeli camp & Living Compound, Nyarugusu camp & Living Compound and Ngaraganza Warehouse & Living compound.
Support the development of a plan and start procurements to roll out the radio-communication network in three locations.

Audit and Compliance
To maintain Federation standard practices in all logistics procedures.
To keep all logistics documentation to full audit trail standards following standard IFRC procedures.
To follow up closely with NS procurement focal point at the field level and Dar to ensure all invoices (from external suppliers are processed for payment and ensure proper filing as per IFRC standard filing procedures and audit trail.
To ensure all federation assets e.g vehicles and generators are serviced and well maintained and proper filling created for each asset.

Quality Control
Liaise with UNHCR, international, government and non-government organizations and collaborate with them where appropriate.
Manage tasks and resources effectively so that deliverables are achieved within set budgets, timelines and standards.
Support the mapping of country and NS needs, providing insight and accurate information such that country level logistics support is able to meet identified and contingency needs
To develop the logistics strategy for the operation in order to provide efficient logistics services to all programs

Reporting
Prepare all the Logistics weekly and monthly reports in a timely and accurate manner.

Warehouse Management
Ensure the warehouse officer prepare and share daily stock reports.
Ensure the stock reports are submitted on a weekly basis to senior medical staff, noting expiry dates and the need for their consumption.
Follow-up the warehouse management activities (in or out bounds, warehouse filling system, updates, requested reports, local labour management).
Assist TRCS identify a suitable place and provide technical support to erect a Rubbhall currently at Mtendeli camp.
Capacity Building to National Societies and IFRC Staff
To support, train and develop National Society and IFRC staff to ensure the necessary capabilities and understanding exists and that there is full adherence to best practice and compliance with necessary regulations and IFRC procedures.

To build relationships with TRCS Logistics teams in order to share learning and build capabilities to enable the transference of logistics activities from IFRC to NS responsibility
Education
Professional qualification in logistics or equivalent experience
Knowledge on IT and or radio communication networks
Basic Delegates Training Course or equivalent knowledge

Experience
5 years professional experience in general logistics, including warehousing, transportation, customs clearance & procurement
Professional experience with IT and radio communication networks
Experience in Red Cross work, working in developing countries for a humanitarian aid organisation
Experience in training and use of participatory methodologies

Purpose of the Role:

Main or Key Accountabilities:

Overall Engineering Discipline:
•    This role is accountable to provide management support in terms of the overall engineering and management function across the site
•    To serve as liaison and first point of contact for engineering and asset management in terms of implementation of strategies and initiatives from both the region and corporate teams.
•    To ensure that all areas of engineering and asset management are staffed by suitable qualified and experience persons and that health of discipline is manage across the site.
•    To liaise with external stakeholders and suppliers thereby ensuring that stakeholder expectations are managed and or complied with
•    To liaise with all other departments and functions thereby ensuring that the engineering function both supports and integrates completely with the other functions from cross functional perspective
•    Develop, manage and maintain an appropriate level of both engineering and maintenance standards across site

Safety:
•    To perform the leadership functions of a senior manager in terms of both safety leadership and behavior
•    To lead a program which identifies and ensure the appropriate mitigation of all hazards (inclusive of the management of major hazards and critical controls) within the engineering function

Site Asset Management & Reliability:
This includes all engineering & maintenance departments within Geita Gold Mine
•    Develop and implement an integrated asset management improvement plan aligned to both the AGA strategy and the site-specific opportunities.
•    Develop and ensure the revision of maintenance tactics as appropriate but as a minimum to ensure migration towards appropriate condition based strategies for higher criticality equipment. This shall include undertaking RCM studies for new or unreliable equipment.
•    To develop a comprehensive set of performance measures and as required to undertake both analyze and improve or defect elimination strategies to improve overall reliability and availability of plant and equipment. This shall include the completion of RCA's for critical equipment' failure
•    Ensure that disciplined implementation of a work planning and control system thereby ensuring that the maintenance strategy is effectively and timeously executed. (This includes major shutdowns on both mobile and fixed plant)
•    Develop and implement detailed equipment management plans for both high criticality and high value equipment
•    Included within the role of asset management is to ensure both availability and capability of resources Optimize shutdowns to ensure maximum availability of equipment.

Technical Engineering:
•    To serve as on site discipline master in that this provides specialist skill on an onmine consulting level to the entire complex inclusive for all electrical, mechanical, civil, structural and control engineering functions inclusive ensuring adherence to design, maintenance and operational standards.
•    To lead and or solicit the help of both group and external technical expertise for complex or repeated failure modes.
•    Maintain a library of relevant engineering documentation within the operation inclusive, backups, drawings, manuals, parts list, OEM manuals etc.
•    Implementation/development and or management of engineering systems and processes including but not limited to CMMS, Fleet, Scada etc.
•    Provide expert technical support during engineering project execution, task and CI initiatives to maintain high standards.
•    Conducts assessments and ensures compliance to standards
•    Conducts risk assessments and highlights shortcomings
•    Leads specialist studies and RCA's into complex failures
•    Develops and or inputs into major equipment repair scopes and conducts off site specialist QA during both manufacturing and repair processes

Maintenance Budgeting and Cost Control:
•    To develop and maintain 3 year budqet forecasts aligned to the mine plan
•    To manage engineering and maintenance costs to within the approved budgets
•    To bench mark engineering costs and implement strategies to improve cost performance
•    Provides strong contract management and assurance both on quality and cost in terms of outsourced and other service provider contracts inclusive of query and dispute resolution, warrantee and quality of work/service.

Site Capital Process:
•    To manage a risk and opportunity register for the site and to make appropriate application for capital to mitigate or exploit these
•    To specifically undertake asset integrity reviews thereby ensuring that risks associated with amongst others degenerating equipment/plant, obsolesce etc are specifically addressed
•    To develop business cases to support these investment decisions
•    Manage a capital program for site inclusive of contractor administration and contractual matters arising.
