Job Title: Cluster Accountant, Moshi/Tabora (1 position) Re-advertised
Location: Moshi, Kilimanjaro and later on move to Tabora Reporting to: Grants Finance Office/ lntegrated Technical Cluster Manager
Position Purpose:
Cluster Accounting Officer works with the Finance team to ensure that Pact’s financial policies and procedures and those of donors are adhered to all times and Safeguarding funds set aside specifically for insurance of grants and ensuring that they are used in line with the purpose intended by donor and accurate financial records are maintained by Implementing Partners.
Specific Duties and Responsibilities:
• Work as part of a team to implement Pact Sub-grants activities in accordance with worldwide Pact policies and procedures and ensure funds set aside for further distribution in a form of grants to other organization are used in line with the purpose intended.
• On assigned grantees/partners receive and review monthly financial reports against sub grantee budget, program reports and deliverables as well as supporting documentation to check for allowability, allocability and reasonability.
• Conduct site visits to provide grants and financial management technical assistance and document site visits findings and issues
• Prepare liquidation report of assigned grantees after review, verification of expenses and work with grantees to resolve outstanding issues.
• Receive advance request from assigned -grantees and review them for correctness vis-a vis the budget past months spending and future obligation requirements.
• Work closely with Partner organizations, Pact finance team and other staff members in the compilation of data and preparation of monthly quarterly and annual reports,
• Daily Support and Monitoring of Sub grantees on all Financial & Grants Management Aspects including internal controls and Fraud Management.
• Carry out other Finance related duties assigned by the Grants Finance Officer.
Minimum Requirements:
• A Bachelor’s degree with a major in Accounting/Finance, or Advance Diploma in Accounting or Finance.
• NBAA Intermediate Stage Module D or higher modules will be added advantage
• At least 2 years’ experience working in the finance area, in particular Grants Accounting.
• Working experience in posting of financial data in accounting software.
• Prior experience in working with donor funded organizations and managing a functional level in a busy environment.
• Audit Experience is an added advantage.
• Proficiency in standard office computer applications, PARTICULARLY EXCEL.

Job Title: Internal Control Officer (1 position) Re-advertisedLocation: Dar es Salaam, Tanzania Reporting to: Senior Internal Control Officer
Position Purpose:
The Internal Control Officer position will support the management and monitoring of Pact Tanzania risk-based internal compliance programs to ensure effective utilization of Pact Tanzania resources. As a member of the Pact Tanzania team the Internal Control Officer, the Internal Control Officer conducts internal review of operations, systems and procedures for internal controls and compliance with the terms and conditions of the donor requirement.
Key Responsibilities:
• Participates in planning and conducting internal control reviews including confirmation programs and compliance testing; ensures all internal control activities are in compliance with guidance provided by the Country Office and Pact’s Director of Risk Improvement
• Prepares written reports of review findings, including specific recommendations for corrective action, where appropriate
• Reviews Country Office operations for internal controls and compliance with terms and conditions’ of donor requirements (including US Government awards) accounting standards and Pact policy .
• Reviews and tests procedures and systems of internal controls at Pact and sub recipient organizations to ensure they are functioning as planned and in accordance with sound managerial principles
• Conducts internal reviews of Pact operations, including, but not limited to procurement, accounts payable, travel expense reimbursement, cash management, and human resources processes

Minimum Requirements:

Job Title: Information and Communication Technology (ICT) Coordinator (1 position)
Location: Dar es Salaam, Tanzania Reporting to: Administration Manager
Position Purpose: Reporting to the Administrations Manager, the Information and Communication Technology (lCT) Coordinator will serve as an active member of the Administrations team and be responsible for administering hardware and software technical operations for Pact Tanzania staff as well as providing technical support for all Pact Tanzania’s country office and field/cluster offices with all available or projected computer applications and communication systems; maintains and ensures the proper functionality of existing network-based and standalone systems as well as communication and network infrastructure using strategic mechanism within the framework of Pact’s Global IT Policy and standardization. He/she will interact and work closely with Pact’s Global IT specialist and any assigned ICT vendor assigned to Pact Tanzania.
Key Responsibilities:
• Ensure availability and reliability of the IT infrastructure, applications, and connectivity.
• Provide first line support, advice, and solutions to IT users in relation to application, data, and business process issues, ensuring all issues are resolved in a timely fashion.
• Ensure that system security and organizational compliance, processes, and procedures are in place and properly maintained.
• Perform proactive tasks for IT equipment, infrastructure, and applications maintenance.

Job Title: Monitoring and Evaluation Officer, Coastal Cluster (1 position)
Position Purpose:
The Monitoring and Evaluation Officer serves as an active member of the team for the implementation of Pact’s KIZAZI KIPYA project with the primary responsibility for supporting monitoring and evaluation functions under the technical direction of the Senior Monitoring &Evaluation Officer.
Key Responsibilities
The Monitoring &Evaluation Officer must develop a close working relationship with the sub grantees. The Officer will be responsible for:
• Support in implementing and overseeing monitoring and evaluation activities in the cluster, including development of work plans and indicator frameworks, support for data management and reporting.
• Support learning, research and evaluations as they arise
• Support data analysis, visualization and use of data to assess daily and monthly trends including to engage technical staff in analysis and implications of data for programming
• Generate and contribute to quarterly or other reports, as needed
• Conduct routine internal data quality assessments (OQAs)
• Facilitate communication between technical team and M&E team
• Contribute to publications and presentations arising from project’s work
• Playa coordinating function for producing data and feeding to regional Program and technical people for reports
• Participate in other, monitoring, evaluation, research or dissemination work arising from the unit, as requested by supervisor

Position Purpose:
The Technical Services Coordinator serves as an active member of the program team for the implementation of Pact’s Caring for Children and Empowering Young People project. The coordinator will ensure the technical cohesion of project integration, strengthening age-appropriate HIV/AIDS-related and other services for improved care, health, nutrition, education, protection, livelihoods, and psychosocial well-being.
Specific Duties
The Technical Services Coordinator must develop a close working relationship with the sub-grantees providing OVC services at the community level. The coordinator will be responsible for:
• Support the Senior Technical Advisor to disseminate updated guidance, standard operating procedures (SOPs) and other job-aids that facilitate holistic case management at the household/community levels to assure beneficiaries are receiving appropriate health and social services.
• Serve as technical point person and mentor with sub grantees on economic strengthening, ECD, parenting skills, adolescent, and GBV priorities while ensuring program activities are age appropriate reflecting child and youth perspectives and interest.
• Co-develop work plans with sub grantees and monitor their progress
• Regularly monitor project activities and use the information to improve project quality and implementation; and to pro-actively identify risks related to contract compliance and prescribe, implement and manage corrective action.
• In close collaboration with sub-grantees, providing weekly support-supervision mentoring visits to the field to assure SOPS are properly implemented and case files are maintained in accordance with PEPFAR requirements
• Provide guidance and technical oversight to sub grantees ensuring skills trainings are conducted in accordance with international and Tanzanian standards and best practices.
• Work in partnership with local qovernment authorities as appropriate .

Position Purpose:
The Technical Services Coordinator- Child Protection and Parenting serves as an active member of the program team for the implementation of Pacts USAID Kizazi Kipya project, focused on improved care, health, nutrition, education, protection, livelihoods, and psychosocial well-being among Orphans and Vulnerable Children and their caregivers. The coordinator will ensure technical cohesion and high-quality implementation of the project’s child protection and parenting initiatives.
Specific Duties
• The Technical Services Coordinator must develop a close working relationship with the sub-grantees providing OVG services at the community level as well as’ other local stakeholders. The coordinator will:
• Support the technical department to disseminate updated guidance standard operating procedures (SOPs) and other job-aids in two key areas 1) parenting initiatives and 2) child protection activities.
• Provide technical capacity development and mentoring to sub-grantees in the areas of child protection child safeguarding, and parenting initiative.
• Co-develop work plans with sub-grantees and monitor their progress in these technical areas; Monitor sub grantee adherence to technical guidance and quality of implementation.
• Conduct/support rapid needs assessments of functionality of violence against children 01AC) systems and develop report of findings; support development of training plan based on identified gaps with relevant stakeholders.
• Provide support to referral systems to ensure survivors of VAG receive appropriate support in a timely manner; use quality improvement approaches to strengthen the system and improve referral outcomes.
• Participate in child protection and one-stop center quarterly meetings to discuss progress in the areas of VAC prevention, response, and referral systems.
• With District Executive Director, District Medical Officer and District Social Welfare Officer, conduct supportive / supervision and mentoring of Assistant Social Welfare Officer with regards to abuse-related case management.
• Coordinate and support refresher trainings identified during the needs assessment in the areas of child abuse prevention and response, case conferencing, etc.
• In councils with non-existing child’ protection structures, support introduction and familiarization meetings among the district stakeholders or district implementing partners where they exist; develop action plan in collaboration with sub-grantee and other local stakeholders on how to respond to child abuse cases.
• Coordinate, support, and monitor the roll out of parenting activities for young children and ensure high quality and efficient implementation, working closely with consortium partners and other local stakeholders.
• Coordinate, support, and monitor the pilot of a parenting program aimed at violence reduction for adolescents and their caregivers.
• Participate in trainings for Training of the Trainers, and support the roll out of quality cascading trainings
• Work in partnership with local government authorities as appropriate including but not limite’d to District Social Welfare Officers, health facilities, police, District Child Protection Teams, and Community Development Officers.
• Submit timely child protection and parenting written updates to the Technical Integration Cluster Manager for inclusion in the quarterly, semi-annual, and annual reports

• Contribute to adolescent school based and vocational training activities as needed.
• Technical services coordinator based in Dar will participate in relevant national level meetings and workshops as appropriate.
