JOB OPPORTUNITIES AT TANGANYIKA LAW SOCIETY (TLS)


The Tanganyika Law Society-TLS is a bar association of Tanzania mainland, founded in 1954, by the Act of parliament – the Tanganyika Law Society Ordinance, chapter 344 of the Laws. In an effort to improve its Secretariat team, TLS intends to fill the following vacancies:-

1. Program Officer – Member Services: (1 Post)- Re advertised 
Overview:
Reporting to the Programmes Manager, the position supports TLS to strengthen and enhance the competence and professionalism of its members through the provision of excellent continuing professional development seminars, safeguarding ethical practice and the provision of effective and timely communication with its members, stakeholders and the public on legal information/developments. The Position will head the Member Services Programme.


Minimum Qualifications and Competency
· Bachelor Degree in Law;
· Have attended Law School of Tanzania;
· Five years work experience with at least two years in mid-level management position will be an added advantage;
· High level of understanding of the legal profession in Tanzania and functions of the Law Society;
· Experience in working with membership organizations with more than 3000 members;
· Customer service skills and the ability to develop and maintain relationships with members and external stakeholders;

Key Responsibilities:
· Responsible for oversight for the CLE/CPD program
· Responsible for developing and managing TLS member services programs
· Develop strong institutional linkage the regional and International bar Associations, judiciary and other stakeholders
· Develop and Manage programs to enhance TLS members welfare and profession’s ethical compliance

2. Assistant Programme Officer – Continuing Legal Education (CLE):
Overview:
Reporting to the Programme Officer – Member Services, the CLE Officer basic function is to promote professional development and continuing education of TLS members, and to design ongoing and long-term improvements to the TLS CLE programme.

Minimum Qualifications and Competencies:
· Bachelor Degree in Law with qualification in Bachelor/Diploma in Education
· Experience in Continuing Professional Development Programmes/curriculum development will be an added advantage
· A good understanding of the Tanzanian legal profession landscape;
· Excellent professional facilitation/moderation skills
· personal initiative and the ability to offer new ideas;
· organizational and planning skills to manage the highly packed annual CLE schedule and meet its objectives

Key Responsibilities:

· Responsible for the development and successful implementation of TLS CLE Curriculum
· Develop new and innovative methods of CLE delivery relevant to learner needs
· Regularly review and advice on CLE Regulations, policies, procedures and Calendar;
· Work with the Marketing and Public Relations Officer to develop and implement annual marketing plan for the CLE Programme
· Periodical prepare information for the TLS members and ensure that there is a buy-in of the members about the TLS CLE programme

3. Procurement Officer (1 Position)
Overview:
Reports to the Human Resource and Administration Manager. The procurement officer provides procurement expertise and assists stakeholders to plan, develop, source and manage procurement arrangements to effectively meet organizational and business objectives.

Minimum Qualifications and Competencies:
· Bachelor Degree/Advanced Diploma in Procurement and Supplies /Logistics or its equivalent.
· Two (2) years previous experience as procurement officer or related position is an added advantage
· Registration by Procurement and Supplies Professionals and Technician Board (PSPTB) is an added advantage
· Solid knowledge and understanding of procurement regulations, processes, policy, and systems
· Ability to negotiate, establish, and administer contracts

Key Responsibilities:
1. Validate stakeholder business needs, compile and source market information, and assist in analyzing markets and assessing risk to inform procurement planning and sourcing decisions
2. Conduct sourcing activities in accordance with established policies and procedures to meet business needs and participate in negotiation to establish and review supply arrangement that will deliver value for money procurement outcomes
3. Implement and contribute to the development of contract management plans, resolve issues, monitor performance and negotiate contract variations through effective supplier relationships to enhance business outcomes.
4. Provide advice, information and guidance on procurement related matters to staff
5. Maintain and update procurement records and generate reports on procurement and contract activity

4. Marketing and Public Relations Officer 
Overview:
Reporting to Business Development Manager the position will be responsible for providing marketing support to a number of business areas within the Law Society. The position is also responsible for internal and external public relations that enhance member engagement and create positive public impression.

Minimum Qualifications and Competencies:
· Holder of Bachelor’s degree or equivalent in Journalism/Mass Communication/Public Relations or Marketing from a recognized Institution.
· Training on Marketing from a recognized Institution is an added advantage.
· Two year work experience in mid level Management is an added advantage
· Proven working experience in public relations and marketing fields;
· Solid experience with social media including blogs, Face book, Twitter, etc.
· Skills in graphics designing is an added advantage and
· Demonstrable experience in Event planning.

Key Responsibilities:
Public Relations:
· Coordinate all public relations activities and events and manage all PR issues;
· Leverage existing media relationships and cultivate new contacts within business and industry media
· Manage media inquiries and interview requests
· Create content for press releases, feature articles, keynote presentations and speeches;
· Oversee the publication of TLS monthly newsletter and quarterly Wakili Bulletin;
· Edit and update promotional materials and publications (brochures, videos, social media posts.)
· Monitor, analyze and communicate PR results on a quarterly basis;

Marketing:
· Design, implement and facilitate annual marketing plan for the organization;
· Support and facilitate development and implementation of selected marketing policies;
· Translate different TLS business units objectives and strategies to develop brand portfolio objectives and strategies;
· Plan and administer TLS marketing operations budget;
· Negotiate with media agents to secure agreements for translation of materials into other media;
· Provide technical and administrative support to the TLS Marketing and Public Relations Committee.
